RULES OF THE WEST SOMERSET TABLE TENNIS ASSOCIATION
1OBJECTIVES
To encourage table tennis, foster fair play and sportsmanship.
2CONSTITUTION
Clubs which participate in the events organized by the Association will be the constituent clubs.
3ANNUAL GENERAL MEETING
3.1The A.G.M. shall be the supreme governing body of the Association
3.2The A.G.M. shall be held by the end of June each year.
3.3The notice convening the A.G.M. together with a copy of the relevant Agenda and any proposed amendments shall be dispatched to all
constituent Clubs not later than 21 days before the date of the A.G.M.
3.4All registered members from the previous season attending the A.G.M. are eligible to vote.
4ALTERATIONS  TO THE RULES
4.1The Rules of the Association may only be changed or added to at the A.G.M.
4.2The proposals to change the Rules must be made in writing to the Secretary of the Association by an authorized officer of, and on behalf of, a
constituent club and seconded.
5OFFICERS AND MANAGEMENT COMMITTEE
5.1The Association shall be governed by a Management Committee consisting of the Honorary Officers and a member from each club that is not already
represented by the officers plus one junior.
5.2Any matter, question or dispute arising which is not covered by the Rules of the Association shall be decided by decision of the Management Committee.
5.3The Honorary Officers may comprise:
President, Chairperson, Vice-Chairperson, Secretary, Treasurer, Fixtures Secretary, Social Secretary and Match and Records Officer.
5.4A quorum shall consist of five elected members of the Management Committee.
5.5The Management Committee shall have the power to create and fill by co-option any other off which in its opinion is necessary.
6ELECTION OF OFFICERS
6.1The Honorary Officers of the Association shall be elected at the A.G.M.
6.2Only in the event of there being no nomination for a given post in advance of the A.G.M. is the Chairperson empowered to accept nominations
at the relevant meeting.
7FINANCE
7.1The financial year of the Association shall end on 30th March in each year.
7.2A statement of accounts shall be presented to the A.G.M. (checked by another committee member).
7.3The funds of the Association shall be lodged at a bank or Building Society and all cheques, drafts, etc. drawn on the account shall be signed by the
Treasurer and one other member of the elected officers.
7.4All expenditure must be reported to the Management Committee.
7.5No monies will be refunded in the event of a constituent club withdrawing a team from the Association.
8SUBSCRIPTIONS
The subscription to the Association shall be determined at the A.G.M.
9APPLICATION FOR LEAGUE PLACES
Application and subs from clubs wishing to take part in the League must be received by the Fixtures Secretary by 31st August.
10DIVISIONAL STRUCTURE
10.1A team league competition may be played in one or more divisions.
10.2The divisions may be based on merit, decided upon by the Management Committee.
10.3If the league comprises of two or more divisions then the team finishing top of the Lower division will replace the team finishing bottom of the
higher division, in the following season.
11ELEGIBILITY OF PLAYERS
11.1No player may be registered for more than one constituent club at any one time.
11.2Inclusion of a player's name on an official scorecard is sufficient notification of the registration of that player for the team to which the scorecard refers.
11.3Only a player who is on an equal or lower current handicap can replace a player.  A player who does not have a handicap cannot be used as a
replacement or be replaced until such time as he has played 2 matches
and has been given a provisional handicap by the committee.
11.4The transfer of registration from one constituent club to another is the perogative of the Management Committee.
11.5Any players wishing to play for the first time after the 31st December will require Management Committee permission. 
12LEAGUE POINTS
12.1Each team will play one home match and one away match against each other team in the same division during the second half of the season.
12.2All matches will comprise of nine sets of singles and three sets of doubles - a set being the best of 5 games.  A game shall be won by the player or pair
first scoring 11 points unless both the players or pairs score 10 points when the game is won by the first player or pair subsequently scoring a lead of
2 clear points.  Serves shall be in a sequence of 2 points except following a
score of 10 when serves shall then be alternate.
12.3Each game in a set will be valued at one point.
12.4In the event of a withdrawal of a team from the league competition all of the results of that team matches shall be declared void.
12.5A team is to consist of 3 players who will play the nine sets of singles and may play the 3 sets of doubles.  A fourth player may be included who will
play all three doubles sets only, with each of the three singles player in  order. The fourth player in the doubles sets must be nominated before the start of the match.
12.6When teams are tied on points the results of the matches between those teams will be used to determine the league position.
13RULES OF THE KNOCKOUT COMPETITION
13.1Teams shall be drawn by chance on a home and away basis.
13.2Players may only play for one team.
13.3The format will be published annually.
13.4The tournament must be played in accordance with the agreed format.  Any necessary changes to time, weather or illness can only be made after joint
consultation between the competition organisers and the active
participants.  However in the case of any unresolved disputes the
competition organizers decision will be final.  In the absence of the organizer a responsible person will be appointed to implement the format.
14RULES OF THE GAME
14.1All team matches shall be played in accordance with the rules of table tennis as ratified by the English Table Tennis Association except as provided
for by Rule 12.2 and 13.4 above.
14.2In all team matches any item of player's clothing shall be of uniform colour other than white.
15OBJECTIONS AND PROTESTS
Any dispute or protest to be forwarded to the Management Committee (via the Team Secretary) for their deliberation.  Their decision to be adjudged final.
16POSTPONEMENTS
A team may postpone a maximum of 2 matches in any one season.  For subsequent postponements (except in the event of circumstances deemed to be exceptional by the
Management Committee) the offending team will have 12 points deducted for each
postponement.
In all cases opponents and the Team Secretary shall receive a minimum of 24 hours notice of
postponement.  A re-arranged date should be agreed with the opponents and notified to the Team  Secretary within 48 hours of the original match date.
17SCORERCARDS
17.1It is the responsibility of the home team to supply the scorecard.
17.2The home team shall be the first to declare their team order.
17.3The away team Captain to endorse the scorecard to indicate his acceptance of the completion of the match.
17.4Scorecards must be dispatched by the home team's Captain to the Teams Secretary to reach him within seven days - failure to do this will result in a
2 point deduction.
